I have the honor to acknowledge the receipt of Your Lordship's Despatch No 65 of the 16th October last, in the concluding part of which I am directed to institute a searching enquiry into the whole case, and to report distinctly whether I find any reason to believe that Mr Tarrant has been the subject of Persecution for having in the course of his duty disclosed facts calculated
